| 摘 要： | 文化产业和文化事业是社会主义文化建设的两翼,是构成文化生产力的两个方面。从文化产业的发展是经济社会可持续发展的重要支柱看,加速黑龙江的文化产业发展更为迫切,当务之急是构建黑龙江文化产业发展的高起点,包括研究规划的高起点和进行完整科学性的体制建设。
