| 摘 要： | 在计划经济向市场经济转轨的背景下 ,流动人口自农村大规模流向城市 ,流动人口管理问题日益引起人们重视。现行城市流动人口管理明显存在三大问题 ,即思想认识上存在一定误区 ;管理体制上存在一定缺陷 ;管理方式相对滞后。加强和完善流动人口管理涉及到社会的方方面面 ,而关键在于更新观念 ,客观辩证地认识流动人口的作用和影响 ,创新管理体制和模式 ,并强化服务 ,使流动人口管理融入到对流动人口的服务之中

| Abstract: | With the background of transition from centralized economy to market economy, flowing population is increasing, which makes it a hot topic to improve the management of urban floating population. There are three main problems on the existing management of urban floating population: misunderstanding of the management of the floating population; existing faults in administration; lagging behind in the ways of management. The management of floating population is a complex systematic project, so improving the management involves change of outdated traditional modes of thought and renovation of the management system and optimization of services. |
