Analysis on problems of research fund in colleges and universities and some ideas to deal with them

Research fund management is the basie task in scientific research management in colleges and universi-ties. It is important to make full use of research fund to strengthen the research capacity of colleges and universi-ties. In the light of the role that colleges and universities play in the strategy of " prosper the nation thuough sci-ence and education" , this paper analyzes the problems and reasons in the management of research fund in colleges and universities. Besides, from the perspective of strengthening the research capacity of colleges and universities, it deals with such questions as strengthening the management of research funds, improving their efficiency of financial personnel and making research work in colleges and universities function fully through strengthening the management of research fund.
