行政管理模式：“入世”的重大变革与调适

WTO对政府行为的要求来自体制,它要用自己的法规原则来约束成员政府的行政效能,规范实施行政管理的工作方式和手段,更新一国条件下的行政机制,多层面促使政府行政管理模式发生变革.“入世”后行政管理模式,必须积极采取相应的调适对策,明确“政府角色”的工作定位,切实转变政府职能,改变“无限政府”的行为方式,提高政府工作效率,建立规范的政务公开制度,进一步推进政府行为公开化,大力提高公务员素质和技能,进一步改进政府工作方式.

ON THE REFORMS OF PATTERNS OF ADMINISTRATION AFTER THE ENTRY OF WTO

WTO has its own requirements to the member states' administrative system ,i.e.to keep their administrative efficacy within the bounds of its legal provisions;to standardize the executive means of administration ;to renew the administrative mechanism and to promote in many ways the reforms of the patterns of administration .Thus,after the entry of WTO,to meet the foregoing requirements,there should be the following renovations:actively taking the related measures to raise the working efficiency through defining the position of the government role ;establishing the open system of government administration;improving the quality and skills of the government office workers ,and finally improving the government's work style .
