试论我国地方治理中的公民参与

全球化浪潮和新公共管理运动推动了地方治理模式的转型。从把握地方治理中公民参与现状着手,深入研究突出问题,分析其根源,寻找我国公民参与发展的特定规律,使其符合我国的政治经济社会环境;注重从公民、政府、非政府组织、外部制度环境等各个层面入手,通过多种渠道逐步构建以符合中国国情的公民参与模式,从而形成以公民参与为中心,面向公民需求、积极回应外部环境变化、富有活力的新型社会管理模式。

Public Participation in Local Governance of China

Globalization and new public management reform implement the transition of local governance. This paper, based on the current situation of civil participation in the local governance. researches the main problems, analyzes the reasons to find the law of civil participation under the political culture, market economy and civil society background, and it builds the model of civil participation to meet the China＇s experiment from citizen, government, Non-Government Organization, and institutional environment, and establishes a new social and public management system, taking civil participation as the center, facing the civil demand, reacting the change of outer circumstance, and motivating the local energy.
