加快推进上海产业布局和结构调整

产业布局和结构调整是上海新一轮发展中的核心抓手和主攻方向,必须加强顶层设计和分类指导,完善增量、存量和变量的对接,体现推拉结合、破立结合、进退结合;要统筹考虑经济结构、区域功能、产业定位、空间形态等因素,打造产业生态系统,打造外环"生态经济带";必须加强统筹推进、综合协调,联合相关部门,充分发挥区县等积极性,提升整体工作合力。
