政府绩效管理研究： 回归政治与技术双重理性本义

政府绩效管理是政治理性与技术理性的统一体，但目前我国学术界在该领域的研究存在明显的重技术理性而轻政治理性的倾向，主要表现在：　追求作为一种管理技术系统的自洽性，热衷于以技术手段设计和开发政府绩效评估指标体系，以技术理性代替政治理性探讨政府绩效管理机制，沉湎于对技术的精细化追求。今后，政府绩效管理研究领域可从以下几个方面寻求突破：　强化政治理性研究取向，实现政治理性与技术理性的有机结合；跳出技术理性主导下研究视角的短视陷阱，立足于探讨政府绩效管理的学科“大问题”；致力于本土关照，探索融政治理性与技术理性于一体的中国特色的政府绩效管理机制；从政府再造的系统角度探讨政府绩效管理的关联问题，促进政府治理模式转型。
