新疆农村社会保障现行制度运行分析及其改革思路

社会保障制度对经济增长、社会稳定和实现社会公平等方面具有重要的作用。新疆的农村社会保障体系基本上与全国同步建立。经过多年的徘徊与探索，目前新疆已建立了新农合制度，新农保制度实施试点。但农村低保、医疗救助、救灾救济等社会救助制度还需不断完善。这些社会保障制度的建立完善将使新疆农民的基本生活得到有效保障，为新疆的改革发展和创建和谐社会提供了进一步的制度保证。

On the Rural Social Security System in Xinjiang

The social security system has an important role to play in economic growth, social stability and social equality materialization. Xinjiang＇s rural social security system was established at almost the same pace with the nationwide system. After years of exploration, Xinjiang has established a new rural cooperative medical system. The new rural pension system has also been implemented. The rural minimum living security system, the rural medical assistance system, the disaster relief and other social assistance systems need further improvements. The social security system is now effectively protecting the basic livelihood of the farmers in Xinjiang. It has provided an institutional guarantee to the reform and development in Xinjiang and the creation of a harmonious society.
