| 摘 要： | 国家能源资源优化配置问题需要资源开发制度与相关的政策机制配合才能够解决。因此,需要正视目前我国能源产业发展中存在的不和谐现象,研究构建和谐社会的能源产业所需要的制度与机制建设问题,包括深化能源税费和价格改革、深化推进能源产业市场化、实行能源矿产资源开发总量控制原则,保障代际之间的和谐,以实现经济社会的可持续发展。

| Abstract: | It is necessary to envisage that disharmonious phenomena exist in China energy development,because optimized configuration of the energy resources can only be realized with the cooperation of the resources development system and the relative policies.This paper discusses the problems about the energy system and mechanism construction,including deepening the reform of energy tax and price,advancing the energy market development,carrying out the principle of amount control of ore resources,ensuring the harmony among the generations and etc.All these measures are essential to the realization of the sustainable development of our economy and society. |
