| Abstract: | At the 4th session of the Nineth National People's Congness,the General State Secretary Jiang Zemin put forward his significant idea of "Governing the Country both by law and by virtue".This indicates that the governing of our country from now will stress not only on the construction of legal system,but also on moral construction.Moral construction is,in a sense,the root for governing. |
