新型城镇化的制度资本理论研究

通过走访7个典型河南省新型农村社区,调查了50多个社区,研究发现,制度资本对推动新型城镇化建设具有重要作用,高效包容可持续的新型城镇化发展离不开制度创新;同时,还发现,户籍制度、土地制度、社会保障制度、城镇建设中的投融资体制以及企业制度等五方面对新型城镇化建设有重要影响;文章认为：新型城镇化建设是一场以人为中心,涉及经济、社会诸多领域的全面转型,包含着发展理念的根本转变;新型城镇化的本质是高效包容、制度经营与制度资本更新。本研究具有一定的理论创新,同时文章还从制度创新角度为河南省新型城镇化建设提供了合理的建议,具有一定的应用价值。

The Empirical Research on Institutional Capital and New Urbanization

After visiting seven typical Henan new rural communities and surveying in more than 50 communities,it is found that institutional capital has an important role in promoting the construction of new urbanization.Highly efficient,inclusive,and sustainable development of new urbanization is inseparable from the system innovation.Meanwhile,it is also found that the household registration system,land system,social security system,urban construction investment and financing system and enterprise system have important implications on the new urbanization.The article puts forward a new urbanization is a comprehensive restructuring of human-centered,economic,social and many other areas,including the fundamental change of development concept.The essence of new urbanization is a certain theoretical innovation of high inclusion,system management and institutional capital updates.At the same time,the article also provides a reasonable proposal for Henan new urbanization construction and has a certain practical value from the perspective of institutional innovation.
