| 摘 要： | 现行户籍制度由于不恰当地充当了分配社会福利的工具,已经成为阻碍社会经济发展的制度瓶颈。改革户籍制度,应当从功能矫正和制度创新入手,通过消除户口的福利分配功能,变革农村土地管理制度来还原户籍制度的设立初衷,最终形成城乡统一的户口登记制度。

| Abstract: | The present residence system has become a bottleneck that impedes social economic development due to the improper role it plays in social welfare distribution.Reform in this regard should proceed from straightening out function and innovating the system,and by means of removing its function of welfare distribution,transforming the rural land management system,restore the original intention of establishing the residence system,and ultimately form a unified urban-rural residence registration system. |
