世界各国思想库的内涵虽然差异极大 ,但功能都是通过向决策者提供专业知识、政策理念来影响决策者。全球化使得传统国家权力受到削弱、跨国问题涌现、国际行为体增加、交流更加便利、信息量剧增 ,因此推动了思想库发展及思想库之间的交流、合作 ,思想库呈现跨国化以及形成区域、国际性网络化的发展特征。思想库在全球政策网络中充当政策专家的角色 ,也承担组织及技术性的工作 ,以影响全球公共政策的制定

Analysis of Think Tanks in the Process of Globalization

Think tanks all over the world differ greatly in their connotations, but are similar in influencing decision maker with their expertise and advocacy. With the development of globalization, the sovereignty of nations has been weakened, transnational issues have emerged and international actors have increased, communication has been improved and information has expanded rapidly. All of these have greatly promoted the development of think tanks, and communication and cooperation among think tanks.
