| 摘 要： | 改革开放以来,我国农村经济得到了迅速发展。然而,农村的社会保障体系却严重滞后,尤其是随着改革的深入,城乡差距逐步加大,广大农村仍然存在着看不起病的问题,因病致贫、因病返贫的问题一直困扰着广大农民。加快新型农村合作医疗制度建设的步伐,对于解决我国的“三农”问题、更好地促进农村经济的发展、提高农民的健康水平、维护社会稳定、实现全面建设小康社会的目标具有十分深远的意义。

| Abstract: | Since the reform and opening up,our rural economy has developed rapidly,but the rural social medical security falls behind seriously.Many peasants are in poverty because of the illness.They can't pay the big treatment money.Nowadays,we are busy with the new rural construction,and we must devote to the new rural cooperative medical system. |
