陕西中小企业人力资源外包探析

摘    要:进入21世纪,企业的竞争最终演变为对人才的竞争。人才制约是陕西中小企业发展缓慢乃至陕西经济难以腾飞的关键,人力资源外包的出现从根本上解决了这一难题。本文从分析陕西中小企业人力资源外包处于认知程度低、外包质量不高、类型单一的发展现状入手,结合陕西中小企业人力资源外包SWOT分析,阐述了陕西中小企业要走出人才缺乏的障碍进行人力资源外包的必要性和可行性,最后给陕西中小企业人力资源外包提出了几点建议:更新人力资源管理观念、加强宏观政策支持、提高外包质量、做好外包前期准备工作。

Abstract:Entering the 21st century, the competitiveness of the enterprises eventually evolved into the talent competition. Talents, as the principal part, have played important roles in the SMEs and the economic and social development of Shaanxi, the HRO is the key to solve the problem radically. Starting with the introduction of the status of Shaanxi SMEs' HRO which is in low recognition, poor quality and single style. The paper analyses the HRO of Shaanxi SMEs by SWOT, then gives the necessity and feasibility of HRO in Shaanxi SMEs in order that Shaanxi SMEs can jump over the obstacle of lack of talents,and finnaly puts forword some suggestions of Shaanxi SMEs' HRO, including renew the concept of human resource management, strengthen the support of government 's macro policy, improve the quality of outsourcing performance and enhance the preparations of HRO.
