冷战后欧盟多边外交的层次分析

冷战时期,西欧在两极格局下承担地区性任务,其对外战略服从和服务于美国全球战略。冷战后,欧盟的综合实力不断增强,开始从地区性力量向全球性力量过渡。为此,欧盟实施了多边外交战略,在继续把外交重点放在欧洲的同时,欧盟加大了对欧洲以外地区的进取力度,总目标是使欧盟成为与美国势均力敌的一极。笔者将欧盟的多边外交战略分成全球、地区和睦邻三个层面进行梳理分析。

The Level Analysis of the EU Multilateral Diplomatic Strategy After the Cold War

During the cold war,west Europe played the role of a regional actor in the bipolarization structure and its foreign strategy was geared to and served American global strategy.After the Cold War,the growing EU changes from a regional actor to a global actor.EU executes multilateral foreign strategy,whose core aim is to turn itself into a polar parallel to the US.Europe is still EU's focus but at the same time,EU moves into other regions.The writer will analyze the strategy on the global,regional and good-neighbor levels.
