| Abstract: | Formulating and implementing the scientific development plans of universities is the specific embodiment of the Party＇ s governing capacity and the Scientific Outlook on Development. Universities should accommodate the macro-background of the higher education reform, make clear development goals, then scientifically formulate the strategic plans, implement the distinctive strategies and promote the strategic execution. |
