| 摘 要： | “城乡二元结构造成的深层次矛盾突出”是当前中国“三农”问题的根源，今后农村改革发展的目标是实现城乡经济社会一体化；解决好三农问题的根本途径是统筹城乡经济社会发展，其中主要包括：城乡经济社会协调发展；改革现行城乡体制机制；组织上落实实现统筹城乡经济社会发展的战略任务。
