论“集体自卫权”与日本的安全保障

战后 ,在源于宪法第九条的政府“统一解释”中 ,明确禁止日本行使“集体自卫权” ,因此 ,改宪动向的焦点也就在于如何促使日本行使“集体自卫权”。时至今日 ,尽管日本政府在国会答辩中仍然坚持“禁止行使‘集体自卫权’”的承诺 ,但其安全保障的政策实践正在对此“悄然”予以否定。“禁止行使‘集体自卫权’”的限制 ,不仅面临着冷战后自卫队实施“国际合作”的强有力挑战 ,而且日美安保体制的强化更是对该限制的实质突破。“集体自卫权”问题 ,反映出当前日本国家安全战略的重大调整

On the Right of “Collective Self-defence” and the Security of Japan

After World War II, Japan is definitely prohibited from exercising the right of collective self defence. Therefore, the focus of rewriting Japanese Constitution is on how to validate Japan in exercising the right of “Collective Self defence”. Now the restriction of “prohibition of exercise the right of ‘collective self defence’” is confronted with the strong challenge of SDFs practice of “International Cooperation” after the cold war.What is more, the strengthening of the institution of US Japan defense cooperation is a significant breakthrough of the restriction. The issue of the “right of collective self defence” reflects the momentous adjustment of the national security strategy of Japan.
