解决农民工欠薪的提存机制研究

A Study on Building an Escrow Mechanism to Resolve the Back Pay Issue to Peasant-workers

The fundamental cause of back pay to peasant-workers is the absence of pay recovery mechanism.The escrow mechanism can be an effective way.The advantage of the mechanism is the involvement of governments enables the power balance between employers and peasant-workers;massive incident can be reduced due to the issue;back pay incident can be reduced;pay recovery can be increased.However,the mechanism is not efficient and other measures should be taken to all round solve the back pay issue and keep peasant-workers’ benefit and keep the order of the society.
