治理理论视域下城中村改造中的公众参与机制的构建

治理理论强调国家与社会组织、公众间的相互依赖及合作互动,公众参与是治理理论的实现形式,是现代民主理论与实践的重要内容,在城中村改造中公众参与体现出公共治理理论的基本价值,但当前城中村改造中,公众参与方面存在制度缺失、参与层次较低、缺少全程参与等问题。在治理理论的视域下,应通过重构政府、开发商和公众的角色,完善法律法规制度,构建多元化的沟通体制,发挥非政府组织、社区团体的作用等措施,构建公众参与机制,消解公众参与中的问题,以提升公众参与水平,实现＂民主化＂的和谐改造。

Creating Public Participation Mechanism for Reconstruction of Village-in-City in the Vision of Governance Theory

Governance theory emphasizes the interdependence,cooperation and interaction of the government with social organizations and the public,Public participation is the practice form of governance theory and the important content of modern democratic theory and practice.Public participation in the reconstruction of village-in-city reflects the basic values of public governance theory,however,there are still some problems including institutional deficit,low participation level,lack of full participation etc.From the perspective of governance theory,this paper points out that efforts should be made to redefine the roles of the government,developers and the public,improve laws,regulations and institutions,construct poly-pattern of communication system,exert the function of NGO and community groups etc,so as to construct the public participation mechanism and solve the questions in public participation,consequently enhancing the level of public participation and achieving a "democratized" harmonious reconstruction.
