| 摘 要： | 传统农村社会救助在解决农村贫困问题的过程中存在许多缺陷,如覆盖面窄、标准低、法制建设滞后等。建立农村最低生活保障制度不仅能克服传统农村社会救助的缺陷,而且有利于完善农村社会保障制度、促进农村经济的发展。农村低保工作在开展的过程中会产生诸多问题,还有待解决。

| Abstract: | There are many drawbacks in the traditional social assistance system when it is used to solve the poverty problem in rural areas.For instance,restricted application,low standard,backward construction of law system and so on.The establishment of the minimum life guarantee system of rural residents can overcome the defects of the traditional social assistance system,but and improve the social security system in the Countryside as well.Of course,there are some inevitable problems arising in carryiong out the system in the countryside are to be solved. |
