义务教育乡镇管理体制评析

由于乡镇的财力单薄,管理水平偏低,管理心态失衡,乡镇政府难以有效管理本乡镇义务教育。改革义务教育乡镇管理体制,必须废除监护人直接支付的筹资方式,实行税收统筹分拨的筹资方式,建立省、县、乡三级义务教育管理体制,从经济上保证儿童受教育的权利。

On the Town Management System of Rural Compulsory Education

This paper analyses that it is the poor financial resources, lower level of management and unbalanced state of management that makes it difficult for the town government to control its compulsory education effectively. And it states that if we want to reform the town management system of compulsory education, we have to abrogate the way to raise money by direct payment, instead, to abrogate the way to raise money by direct payment, and to use the method of funds allocation by overall tax but separate appropriation, and set up the 3 - stage management system of province, county and town to compulsory education, so as to guarantee the children's right of receiving schooling economically.
