| 摘 要： | 由于历史的原因 ,我省不少军工企业因种种重负 ,陷入了程度不同的困境。为从根本上扭转其存在的被动困难局面 ,必须走企业改制和改组的路子。企业改制的总体目标是设立规范的公司制企业 ,实现机制创新 ,并以改制为契机进行企业管理和技术创新。企业改制的组织框架构想为 :纵向两级法人 ,横向若干部门 ,过渡四阶段 ,逐步走向完善。企业改制分两个层次 ,一层为公司级改组 ,另一层为二级机构改组 ,内容涉及债务重组、资产重组和二级机构的分立方式。

| Abstract: | Many enterprises of war industry in Shanxi province found themselves in a tight corner for various heavy burdens. In order to change these difficult situations, it is necessary to reconstruct and reorganize these enterprises. The general objective is to establish standard company system enterprises, innovate system, and carry out management and technological innovation while taking the turning point of reconstruction. Besides, it puts forward the organizing sketch of reconstructing enterprises. |
