| 摘 要： | 针对我国医疗保险制度的现状,分析其存在的主要问题,提出扩大城镇医疗保险覆盖面、建立新型的农村合作医疗制度、设立专项风险准备金、改变医疗保险制度的筹资模式、建立多层次的医疗保险制度等针对SARS类公共卫生突发事件应急机制的对策。

| Abstract: | The author describes the status quo of our medical insurance system, points out its problems, analyses shocks of eruptive public hygienic affairs like SARS on the current medical insurance system. The author also puts forward some countermeasures such as expanding the coverage of insurance in cities and towns, establishing a new cooperative medical service system in rural areas, setting up a special risk fund, changing the funding model of medical insurance and constructing a multi-level system of medical insurance. |
