以大部制改革促进城市管理信息化——基于广州城市建设管理监控指挥中心的分析

城市管理信息化中,往往遭遇体制性障碍,这种障碍无法单靠技术解决,必须通过体制改革以寻求突破。文章以广州城市建设管理监控指挥中心为例,分析城市管理信息化面临的问题及大部制改革的意义,考察大部制改革促进城市管理信息化的举措与成效,分析结果表明:大部制改革是城市管理信息化从分散、孤立状态转向融合、整体发展的主要推动力,信息化是推动政府职能转变、加快权责整合、促进机构人员重组的加速器和催化剂;信息化要密切结合体制改革,体制改革则需要借助信息化手段。

Promotion of Informationization of City Management by a Frame Reform with Big Departments: Taking Guangzhou's Practice for Example

Informationization of city management often encounters institutional obstacles, which can not be overcome solely by means of teehnology, but by structural reform of the system. Taking Guangzhou＇s practice for example, The paper analyzes the problems faced by informationization of city management, and studies Guangzhou City＇s Construction- Management and Monitoring -Command Center, to examine the initiatives and the effectiveness of reform to promote informationization of city management. The results show that frame reform with big depart- ments is the main driving foree to informationization of city management from scattered, isolated to integration state ; and the latter is the accelerator and catalyst to transform government functions, integrate the responsibilities, and restructure institutions. They support and promote each other. Therefore, informationization of city management should be closely combined with the frame reform.
