国家民族经济政策的波尾效应对边疆多民族地区发展影响研究

民族平等和民族繁荣是马克思主义解决民族问题的基本原则。新中国成立以来,党和国家在民族地区制定、实施了一系列的经济政策,特别是针对这些地区更是采取了特殊的优惠民族经济政策,促进了民族地区的发展和稳定。但在贯彻落实这些政策的过程中,由于政策管理者、政策受体以及政策执行环境等各种因素影响,导致政策在施行过程中出现了达不到预期目的、同一政策在同一时期的不同地区、同一政策在同一地区的不同时期施行的效果不一样等明显的政策"波尾效应"现象。本文以云南省普洱市为例,阐述了国家民族经济政策波尾效应对边疆民族地区发展的影响及其表现,剖析了产生"波尾效应"的原因,进而提出减轻和消除民族经济政策波尾效应的建议措施。

A Study of the Bo-wei Effect of the National Economic Policy for Ethnic Minorities on the Development of Multi-Ethnic Bordering Areas

It is the basic principle of Marxism to solve the ethnic problems in order to maintain equality and prosperity for every nation.After New China was founded,the Communist Party of China and the Central Government have formulated and implemented a series of economic policies in the ethnic minority areas,especially the preferential policies,which have stimulated the development and stability of these particular ethnic minority areas.However,due to the varying factors concerned with the policy administrators,the subjects of policy,and the environment during the implementing of these policies,sometimes there is clearly the bo-wei effect of the policy,e.g.the policy cannot produce the expected results,the same policy cannot be well implemented with the same effect at the same time in different areas,and the same policy carried out in the same area but at different time cannot bring about the same effects.This paper takes Puer,Yunnan as an example to report the situation and the influence of the ＂bo-wei effect＂ on the development in the bordering ethnic areas.It analyzes the causative factors for the ＂bo-wei effect＂ and puts forward some suggestions to alleviate and remove its effect on ethnic economic policies.
