| 摘 要： | 日本军部和外务省对“满蒙”的问题在处理方针上意见处于矛盾与统一中。日俄战争后日本推行“满蒙政策”的主要力量有两个:一是代表军方的关东军;二是代表政府的外务省,他们对“满蒙”的侵略方式与行动各有主张。“九·一八”事变后,在对待“满蒙”问题上,代表日本政府的外务省终于被日本的军方所征服。

| Abstract: | The Foreign Ministry and the Japanese Military had conflict in the views of dealing with the Manmeng's problems.After the war between Russia and Japan,these were two main powers that Japan carried out the "manmeng Policy"----one was the representative of the Military Administration,Guandong Army;the other one was the Foreign Ministry on behalf of the government.They had different views on the styles of aggression and action to Manmeng.After the "Sep.18"Incident,when it came to the Manmeng's problems,the Japanese Military Administration defated the Foreign Ministry on behalf of the Japanese government. |
