经济全球化与中国政府治理变革

随着经济全球化的发展，官僚制的传统政府治理范式逐渐失效，治理的理论和实践也推动着各国政府职能的转变。在中国，封建社会传统“家天下”的治理模式和儒家等级思想导致社会缺乏民主的基础，“全能型政府”制约了公民社会的发展，从而阻碍了政府治理变革的进程，以后工业文明为基础的治理模式也不完全适用于中国。因此，需要经济、行政和政治体制改革相互配合，进一步培育社会力量，构建“政府主导-官民协同”的多中心治理模式，建立“管理-服务型政府”和“强政府-大社会”的治理结构，以逐步实现善治。

Economic Globalization and Governance Reform of Chinese Government

With the rapid development of economic globalization, the traditional governance of China＇s government based on ＂bureaucratic system＂ is losing efficacy gradually. Theories and paradigm practices of governance are also promoting the transformation of governments＇ functions. It is very clear that both the ＂home world＂ governance model of traditional feudal society and the thinking of Confucian hierarchical social order have led to the lack of foundation of democracy in the society, and the ＂ all-powerful government＂ is restricting the growth of civil society, and hindering the process of governance reform. The governance model based on ＂post-industrial civilization＂ can not be also fully applied to China. In one word, constructing a ＂ government-led and government-public collaboration＂ governance model and transiting to ＂service-oriented management＂ government can help realize gradually the good governance.
