| 摘 要： | 社会主义精神文明建设总的要求是教育人民成为“四有”人民，而人的素质提高关键靠教育；精神文明建设灵魂是马克思主义理论，而理论只有经过教育、灌输才能掌握人民群众；同时教育又是维系精神文明建设的重要手段，更是精神文明建设的基础工程。
