“后供给”管理：走出农村公共产品“公地悲剧”宿命的关键

农村公共产品不仅存在供给不足和结构失衡的问题，还存在“后供给”管理混乱与缺失的问题。农村公共产品的“后供给”管理的混乱与缺失造成了各种形式的“公地悲剧”，加剧了供需之间的矛盾。为避免“公地悲剧”的历史重复发生，农村公共产品不仅要注重供给体制的改革与创新，同时也应该注重“后供给”的管理。乡镇基层政府应该大胆进行改革创新，依托村民、非营利民间团体组织、经济合作组织等各方主体，形成共同管理农村公共产品与服务的“多中心治理”模式，走出“公地悲剧”的宿命怪圈。
