| 摘 要： | 绿色制度是指围绕社会经济可持续发展所做出的各种制度安排。绿色制度体系是指所有绿色制度的有机组合,它是生态政治制度绿色经济管理制度绿色文化制度等的集合。可持续发展理论是构建绿色制度体系的理论基础。从制度体系上寻求实现社会经济可持续发展目标的支持力量,是一项复杂的系统工程。加强宣传,更新观念,准确定位绿色制度体系的功能,渐进决策,克服利益障碍是其工作重点。

| Abstract: | The green system means various system arrangement around the sustainable economic development. It is a combination of ecologically political system, green economic management system and green culture system. The sustainable theory is the basis of setting up the green system. It is a complicated system to seek a supporting power of realizing the aim of the sustainable economic development. The key to the work is to strengthen publication, renew concepts, locate the function of the green system, move the strategies forward step by step and overcome any obstacles. |
