政策传播与政策变迁的关系——基于“农民工”公共议题的实证考察

媒介对公共议题的建构影响着相关政策的变迁过程。采用文本分析法，比较分析农民工政策变迁过程主要时间节点前后相关政策的媒介建构特征。结果表明，在政策议题形成前、政策出台及实施过程中、政策变迁未完成时及相关政策进入落实阶段后等不同的政策变迁时段，媒介以其独特的议题建构方式，对政策变迁起着不同的作用。研究建议，政府在解决社会公共问题、确定政策议题过程中应重视相应时期的媒介议题，在政策出台及实施过程中应谨慎对待相关议题的媒介建构方式，重视媒介的解读与宣传功能并及时对政策效果进行反馈和修正。

Relationship between Policy Communication and Policy Change:an Empirical Study on Public Issue of "Migrant Workers"

The construction of public issues on the media affects the changing process of relevant policies. This paper uses the method of text analysis to compare and analyze the characteristics of the media construction of relevant policies before and after the main time nodes of the peasant workers'' policy change process. The results show that, in the different stages of policy change, the media plays a different role in policy change because of its unique way of construction. It is suggested that the government should pay more attention to media issues during the process of solving public problems and policy issues. In the process of policy introduction and implementation, media should be treated with caution and attention should be paid to media interpretation and propaganda. The government needs to respond to the media''s feedback on the policy in a timely manner.
