| 摘 要： | 根据安徽省农村固定观察点调查数据,分析了加入WTO后我省农民增收的不利因素,提出了加入WTO后应通过制定农业保护政策,加快推进农业和农村经济结构调整,完善农产品流通与市场体系,加强对农业科学的研究和成果推广;加快科研体制改革,增加科研经费,加强动植物良种繁育体系和检验监测体系的建设,强化动植物种植资源的保护;加强农民的教育和培训,提高农业人口的素质和受教育程度等措施。

| Abstract: | Through the survey data from the fixed observing spots of countryside in Anhui province, this paper analyses unfavorable factors hindering of Anhui farmers' income increase. It puts forward that after entry of the WTO we should formulate policy for agricultural protection, accelerate the economic restructure of agriculture and countryside, perfect circulation of agricultural products and market system, strengthen the research and spreading achievements of agricultural science. It also suggests that we should accelerate the reform of research system, increase research funds, reinforce the system of improving animal and plant breeding, reinforce the construction of the monitroing system, strengthen the protection of the resources of animal and vegetable species. We should pay more attention to the education of farmers,increase the qualities of the rural population and upgrade their educational level. |
