| 摘 要： | 旅游资源开发是旅游产业发展的重要前提。有关旅游资源的评价、规划、开发已经成为研究的重点。但从总体上看,从法律保障的角度探讨对旅游资源开发工作进行有效的规范和约束,切实保证旅游资源的可持续利用还落后于旅游资源开发建设的实际需求,亟待立法。
