| 摘 要： | 海南独特的地理位置和省情，决定了海南新农村建设应该走统筹城乡发展、“统一规划、集中布局、集约发展”的新路子。发展规划、产业布局、基础设施、公共服务、就业市场和城乡社会管理方面逐步实现一体化，是新农村建设的重要举措。文章着重对农村土地问题、农民增收问题以及城乡发展体制等进行了探讨，并提出了新农村建设要以统筹城乡发展为体制保障，整合涉农经济管理部门，重视涉农项目开发工作，加快城乡就业市场一体化等具体建议。
