我国政府行政成本的现状、成因及对策

行政成本居高不下是我国政府亟待解决的一个难题.通过对我国政府行政成本变动趋势的实证分析可知,目前我国的财政支出占国内生产总值(GDP)的比重过高;行政成本占财政支出的比重过高;行政成本占国内生产总值(GDP)的比重过高,这主要是由财政的实际规模庞大、政府机构不断膨胀、供养人数不断上升、腐败现象不断增加行政成本等现象表现出来的.造成我国行政成本过高的原因主要来自政府行为的负面效应、正确的行政观念的缺失、行政结构的不合理、行政制度的不完善和行政决策的不科学.降低我国政府行政成本的对策是:转变政府职能、合理设置政府机构、深化行政审批制度的改革、规范政府财政的开支、加强法制建设、完善和强化监督机制、建设高素质公务员队伍与推行电子政务等.

The Current Situation, Causes, and Countermeasures of the National Executive Cost

It is the high executive cost that our government must resolve now.The practical analysis of the trend of the government executive cost changing reveals that the financial payout appropriation among GDP is too high,of which the executive cost is too high and it is represented with large scale of finance,increasing expansion of government organizations and officials,and corruption.The reasons for it are the negative effects of government actions,default of correct executive ideas,irrationality of executive structures,faultiness of executive system,and unscientific executive agreement.The way to reduce the executive cost is to transform government function, to rearrange government organizations rationally,to deepen executive examination and approval reform,to standardize government financial expenditure,to strengthen law building,to perfect supervision system,to build high-qualified officials,and to implement electronic government affairs.
