基于粮食安全视角的河南粮食主产区土地流转问题

粮食安全是国家安全的重要组成部分,粮食主产区的粮食安全问题更具有战略意义。土地流转是经济发展、社会转型不可避免的趋势。土地流转在提高粮食单产、降低粮食生产成本、优化土地资源配置、抛荒地的复耕等方面对粮食安全起着重要的积极意义。同时,土地流转中的"非粮化"、乱用耕地、农业劳动力素质偏低等问题又对粮食安全构成一定威胁。因此,必须审慎推进河南粮食主产区土地流转,确保粮食安全。

These problems also threat the food security. Therefore, we must promote the land circulation carefully in Henan main grain product areas, to ensuring food security.
