论改革开放以来我国农村教育政策道德品质的提升

改革开放以来，在党和政府推动下，我国农村教育政策道德品质不断得到提升。提升的表现是：政策指导思想体现“育人为本”；政策价值原则更加“注重公平”；以“人民满意”为政策目标；政策利益分配“向弱势群体倾斜”；政策内容——农村义务教育“政府办”，更加体现“公益性”。提升的缘由是：农村教育政策外在环境的道德诉求；政策合法性内在地要求政策树立道德权威；党和政府执政理念的伦理转向；经济的发展为农村教育政策道德品质的提升奠定了物质基础。

The Promotion of Policy-related Moral Quality in China's Rural Education Since Reform and Opening-up

Since reform and opening-up, under the encouragement of the Party and government, the policy-related moral quality in our rural education has been increasingly promoted, which lies in the following respects：policy-related guiding ideology is based on ＂putting education first＂ ;policy-related value is focused on ＂justice-oriented＂ ;to ＂satisfy the peo- ple＂ is taken as the policy object and policy-related interest distribution favors the disadvantaged group;the policy itself ＂government financed＂ rural compulsory education, becomes more for the sake of the public welfare. The reasons go to the following factors：the moral request of the external environment of the rural education policy, the internal request of policy lawfulness for policy-related moral authority, the ethical change of the administrative principle of the Party and government, and lastly the material basis that the economic development prepares for the promotion.
