| 摘 要： | 当前,我国农地金融组织体系的构建和风险分担机制的设计,尚存理论争议和立法困惑.通过域外考察和理论分析,可以发现发达国家农地金融、合作金融与政策性金融的立法嫁接机制,搭建起“三位一体化”的分析框架.运用“三位一体化”的分析框架,将有助于整合我国农村信用合作社、资金互助社和农业发展银行等现有资源,优化我国农地金融组织体系的构建和风险分担机制的设计.

| Abstract: | At present,theoretical controversies and legislative puzzles enshrouded the construction of farmland financial organization system and the design of risk-sharing mechanism in China.The overseas survey and theoretical examination revealed that a trinity frame for analysis had been scaffolded through the legislative joint grafting between farmland,cooperation and policy finances.Such a frame for analysis is beneficial to integrating the existing resources of rural credit cooperatives,fund mutual aid groups and agricultural development banks and optimizing the construction of farmland financial organization system and the design of risk-sharing mechanism in China. |
