西部地区人才资源资本化的思考与建议

摘    要:在经济社会发展相对滞后的西部地区,不断提高人才资源的资本化程度,对于充分发挥人才的创新能力和价值创造能力,使有限的经济资源发挥聚变和裂变效能,实现西部地区的跨越式发展是极为关键的.正确分析西部地区人才资源资本化的现状与原因,以转化观为先导,以完善社会主义市场经济为根本,以建立和优化人才管理体制和机制为突破口,是提升西部地区人才资源资本化水平的基本思路和对策.

Abstract:In the relevantly backward western regions, constant efforts must be made to capitalize the talent resources so that their innovative and creative abilities can be brought into fuller play. In this way, the limited economic resources can play their role of fusion and fission to achieve the leap forward development of these regions. The correct analysis of the present situation and causes of the capitalization of the talent resource in the western regions should involve the transformation of people's views in the first place, improving the socialist market economy as the ultimate goal, and establishing and optimizing the talent management system and mechanism as a breakthrough. All these are the fundamental ways of thinking and strategies in promoting the capitalization of the talent resources in the western regions.
