对高等学校低值易耗品科学管理的探讨

低值易耗品具有多品种、小批量、多批次的特点。针对目前高校对低值易耗品管理中存在重视程度不够、资金来源渠道多、添置领用不规范等问题,提出加强低值易耗品科学管理必须健全制度,规范申领程序;讲究采购艺术,保证采购质量;加强监督,规范使用制度;注重培训,提高管理人员素质;改进手段,引进计算机管理,实现科学化、规范化、系统化管理,合理配置和使用低值易耗品。

Scientific Management of Low-value and Easy-to-wear-off Facilities in Colleges and Universities

Low-value and easy-to-wear-off facilities are characterized by their varieties, small batches and times of purchase. In colleges and universities nowadays, there arise a lot of problems concerning the management of such facilities. For example, they do not receive the attention they deserve; there are too many channels for purchase fund and there are no standards to regulate the purchase and use of such facilities. In respect to this phenomenon, it is proposed in this paper that scientific management must be enhanced by perfecting the pertinent system, standardizing the procedure of application, advocating the art of purchase to ensure the qualities of facilities, enhancing supervision, standardizing the facility-using system, stressing on the training of purchasers and improving their qualities, and adopting computers to reform the means of management. Only in this way can these facilities receive scientific, standardized and systematic management so that they can be allocated and used in a reasonable way.
