政府与公民的和谐:政府管理视野中的和谐社会

自中共十六大,特别是十六届四中全会以来,构建社会主义和谐社会已成为全党和政府关注的一个热点问题。从政府管理的视角分析,和谐社会即是政府与公民之间和谐相处、共同治理的社会。建立政府与公民之间的和谐关系主要是在“以人为本”的理念之下,通过公民参与的制度创新、实现透明和公开行政、建设法治政府等路径来实现。

Harmony between Government and Citizen: Harmonious Society from the Perspective of Government Management

Building socialist harmonious society has become an important issue for the Communist Party of China and Chinese government especially since the Fourth Plenary Session of the 16th Central Committee of the CPC.From the perspective of government management,harmonious society is a kind of society in which government and citizen live in harmony and govern the country together.This paper discusses several approaches to building harmonious relation between government and citizen,including adhering to the idea of "regarding people as the end",innovating institution through citizen participation,realizing transparent administration,and building ruling-by law government.
