我国煤层气CDM项目的潜力与对策研究

中国在＂哥本哈根会议＂上做出的减排承诺向世界展示了我国在面对全球气候变化问题上负责任大国的形象。为了减少二氧化碳排放,开展煤层气CDM项目无疑是有效路径之一。我国煤层气资源丰富,开采条件优良,开展煤层气CDM项目具有广阔前景,未来煤层气CDM项目将成为我国CDM项目的主要组成部分。开展煤层气CDM项目不仅能够带来巨大的减排效应和可观的经济效应,还能推动相关技术和产业发展。现阶段我国煤层气CDM项目具有项目数量少、签发质量差、项目分布不合理等特点;存在项目建设能力差、项目成本高、CERS价格不合理、相关政策不完善等方面的问题。为了更好地开展煤层气CDM项目,应从加强能力建设、开展单边项目、建设第三方市场、强化管理、完善政策等方面采取措施。

Potentiality and Countermeasures in Coalbed Methane CDM Projects of China

The commitments on carbon emission reduction made by China at the ＂Copenhagen meeting＂has created an imaqe of China as a ＂responsible power＂ to the world in face of global climate changes.In order to reduce carbon dioxide emissions,to carry out coalbed methane CDM projects undoubtedly is an effective path.Because of the abundant coalbed methane resources and excellent mining conditions,to carry out coalbed methane CDM projects has broad prospects in China and coalbed methane CDM projects will become a major component of China＇s CDM projects in future.To carry out coalbed methane CDM projects not only can bring about huge reduction effect and substantial economic effect,but also promote the development of related technologies and industries.At present stage,the coalbed methane CDM projects in China show such characteristics as the small number of projects,poor quality and the unreasonable distribution of the projects.There are also some other problems such as the poor ability,high cost,unreasonable CERS price and inadequate policies of the projects.In order to better carry out coalbed methane CDM projects we should take measures in strengthening capacity,carrying out unilateral projects,constructing trilateral markets,strengthening management and perfecting the relevant policies.
