通过分析任期制的内涵及作用,阐述了实施任期制的重要意义;从理论与实践结合的角度,深入探讨了当前实施任期制的有利条件和难点,进而提出了实施任期制的基本思路和需要注意的问题.

Abstract:
This paper analyses the contents and functions of the fixed-term appointment system, then discusses the significance of implementing the system. With the combination of theory with practice, it makes a thorough review of advantages and difficulties of implementing the fixed-term appointment system at present. It puts forward the basic ways of implementation and the problems to be solved.
