农村剩余劳动力转移的新思考

农村剩余劳动力是劳动生产率低于社会平均劳动生产率的农村“多余劳动力”和“伪装失业者”。近年来，中国农村剩余劳动力总量逐年增加，而且中国农村剩余劳动力转移面临三大矛盾，即农民就业充分供给与有限需求的矛盾、农民就业人多与钱少的矛盾和农民就业空间扩展需求与现实就业空间缩小之间的矛盾。推行以农业技术创新为主线，以发展农业为中心，以促进农村经济的繁荣为目标的农业发展战略，能够避开上述矛盾，实现农村剩余劳动力的良性转移。

Carrying out agricultural development strategies, which make the agricultural technological innovation as the main line, the development of agriculture as the center and the prosperity of rural economic as the target, can avoid these conflicts, and achieve the positive transfer of rural surplus labor.
