| 摘 要： | 若不对海洋渔业加以治理，世界海洋渔业的发展堪忧。基于制度视角分析渔业资源的治理的变迁和发展，得出渔业治理结构要适应环境的变化，也要适应渔业参与者的行为激励模式。中国海洋渔业资源状况堪忧，渔业权制度、渔业开发者税费征收制度和直接行政管理制度是我国海洋渔业资源治理的主要三种制度，存在不同外部效应。通过分析表明，直接管理与间接管理相结合的方式，是海洋渔业资源治理的有效路径。

| Abstract: | If we did not take measures to govern the marine fisheries ,the prospect for marine fishery development would be bleak in the world .Based on the view of the institution ,the article analyzes the de-velopment and change of marine fishery governance .It follow s that the structure of fisheries governance should adjust to the change of environment and the incentive model of fishery participants .T he status of marine fishery resources in China is not pleasant .There are three governance systems ：fishery property right ,the tax and fee institution for fishery developers ,and direct administration ,w hich have different ex-ternal effects in China .Analysis shows that combining direct management with indirect management is an effective way for the governance of marine fisheries resources . |
