政府政策过程研究：一个跨学科探析

基于公共管理学、工商管理学2个学科领域,对国内管理学领域中国政策过程研究的理论成果进行梳理.研究结果表明,虽然公共管理学科、工商管理学在政策过程的研究上各有侧重点,但是二者“政策过程”研究话题是有共识的,越来越多地关注政策过程的行动情境和参与者.未来政策过程研究可从组织行为视角出发,一是探讨不同层级政府组织间的互动行为,二是将公共管理学领域的政策学习、政策网络理论与工商管理学领域的企业政治行为、非市场战略理论进行整合研究.

An Interdisciplinary Exploration into the Government Policy Process

This article attempts to summarize theoretical results of the policy process research from two disciplines the Public Administration and Business Administration. It is found that both of them emphasize the action context and participants in the government policy process. The article proposes that policy process research should be carried on from the organizational behavior perspective, analyzing the interaction between government organizations at different levels on the one hand, and combining the integrate research of policy network theory in the field of public management and the cooperate political activity in the field of Business Administration on the other.
