论中国就业困难群体及其社会支持对策

就业困难群体是指在求职和就业中容易和已经遭遇挫折和困难的人群,主要包括下岗失业人员、农民工、女性就业者等。就业困难群体的基本问题表现在具有经济上的低收入性、生活质量上的低层次性和心理上的高敏感性。同时,就业困难群体问题的存在且日趋严峻,也必然影响社会公正、社会稳定和社会经济发展。因此,必须通过国家立法、制度和政策上的扶助,充分发挥社区服务和非正式网络的扶助作用,逐步解决就业困难群体的社会问题,才能体现社会公正原则,维护社会稳定,化解政治风险,促进经济社会发展。

Weak - in - employment Group in China and the Strategy of Social Support

Weak-in-employment group refers to those who are susceptible to or have suffered setbacks and difficulties in job seeking and employment,including the lay-offs and the unemployed,peasant workers and female employers.The basic problems of the weak-in-employment groups are low income,low life quality and high psychological sensitivity.These problems will inevitably influence the social justice,social stability and social economic development.Therefore,we will have to solve the problems of the weak-in-employment group by way of state support on law,institutions and policy,and also through community service and the informal networks.Only in this way can we solve the problems of the weak-in-employment groups' gradually so as to realize the principle of social justice,uphold social stability,resolve political risks and promote social economic development.
