对住房公积金制度公正性的社会学探讨——社会排斥的理论视角

社会排斥指涉的是社会弱势群体如何受到主流社会的系统性排挤，而日益成为孤独、无援的群体。当前。社会排斥关注的重点是强调特定的社会制度抑或政策是如何将某一群体排斥于社会照顾体系之外，其核心是社会制度的成员资格许可问题，它意味着某些特定人群无法进入社会关怀的制度体系。住房公积金制度是中国城市居民住房体系的核心内容之一，但是，由于制度设计的缺陷，当前城市住房公积金制度在缴存制度、覆盖范困、存贷关系等关键性环节中存在明显的社会不公。基于此，在社会公正的视角下，借用社会排斥理论对这一现象进行了系统分析，并在此基础上提出若干对策建议。

A Study of the Social Justice in Fund System of Housing Accumulation Angle of View Social Exclusion Theory

Social exclusion states a phenomenon that social weak groups are systematically excluded by main society, and then they become lone and helpless. The core of social exclusion is membership of particular social system which means some groups cannot enter the particular social system. As an important aspect of Chinese housing system, obviously, the fund system of housing accumulation presents social justice on deposit system, coverage range, and deposit- lending relationships. This paper analyzes such phenomenon with social exclusion theory, and put forward some advices.
